Hon. Muhammad Faizal highlighted the longstanding need to upgrade the Puttalam Base Hospital, which serves multiple communities across the Puttalam District. He noted that previous governments had repeatedly promised but failed to deliver this upgrade. He announced that the current National People's Power Government has fulfilled a presidential election pledge by upgrading the Puttalam Base Hospital to a District General Hospital under the Central Government, and conveyed gratitude to the President on behalf of Puttalam's communities.

Hon. Presiding Member, for any country, education and health are paramount. In our Puttalam District, people from Karaitivu, Kalpitiya, Vanathavilluwa, Karuwalagaswewa, Anamaduwa, Mundalama and Aruwakkalu all seek treatment at the Puttalam Base Hospital. There was a long-felt need to upgrade it. Past governments took votes promising to do so—even powerful Cabinet Ministers—but did nothing. Our National People’s Power Government has done that work. The President pledged during the election to upgrade the Puttalam Base Hospital, and today that promise has been fulfilled: it has been upgraded to a District General Hospital under the Central Government.
