## Summary Dr. Radhakrishnan addressed four issues during his speech. First, he expressed conditional support for the Real Estate Practitioners Bill while calling for amendments to tackle fraudulent practices in the sector. Second, he welcomed the increase in estate workers' daily wages to Rs. 1,750 but cautioned against companies offsetting the raise by increasing plucking norms, demanded disbursement by February 10, and called for trade union inclusion as a third party in wage agreements. Third, he raised concerns about labour rights violations at Horana Plantations PLC, where workers have been suspended without charge sheets, and urged the Minister to resolve an ongoing satyagraha promptly. Finally, he defended the commemoration of the late Saumyamoorthy Thondaman and requested further development of a war memorial in Nuwara Eliya honouring 34 fighters.

Hon. Deputy Chairperson of Committees, the Bill to establish an association for real estate practitioners is before us. It is beneficial for those in real estate, but we expect some amendments. Many in this field are unfortunately defrauding the public—taking money and vanishing. That must be addressed. Next, on estate workers’ wages: we welcome the decision to raise the daily wage to Rs. 1,750, with Rs. 200 from the Government and Rs. 200 from the estate companies. Under previous administrations, even Rs. 50 from the Government was not possible; today Rs. 200 is being given—commendable. However, companies must not offset this by increasing plucking norms. If you force an extra 4 kg, the Rs. 200 gain disappears. Ensure workers actually receive the increase by February 10. In some estates—particularly under Horana Plantations PLC—workers have been suspended without even issuing charge sheets; eight workers in one division are affected. Others brought in from different estates face similar action. Managerial excesses are rising and unions have been weakened. Even in this wage decision, the Minister should have included unions as a third party to the agreement. I request immediate attention; there is a satyagraha underway—please settle it quickly. Another matter: some have objected to using the name of the late Saumyamoorthy Thondaman, a national leader whose services to the hill-country people spanned 70–80 years. He is honoured in the old Parliament and here with his portrait. Do not block memorialization on the pretext of alleged corruption. If anyone committed corruption, hold them to account—but do not deny the right to commemorate a national leader. One more second, please, Hon. Deputy Chairperson. In Nuwara Eliya town we have a stupa bearing the names of 34 fighters. Few even know it exists. We have done much to honour them; please take steps to further develop that memorial. Thank you.
