Hon. Sunil Rathnasiri concluded his remarks by highlighting two government initiatives: the release of Rs. 10,000 million to support industries affected by the "Ditva" cyclone, and the operation of the National Credit Guarantee Institution, which provides collateral-free loans. He defended the institution against Opposition criticism at the time of its establishment, noting that collateral-free loans were successfully issued last year and would continue in the current year.

We have also released Rs. 10,000 million to support industries affected by the “Ditva” cyclone. We are intervening to protect those industries. When we set up the National Credit Guarantee Institution some in the Opposition laughed, saying loans cannot be given without collateral. We set it up. Last year we gave loans without collateral; this year too we will. With that message—that we will build a better country than before—I remain silent.
