2026-02-06 / Debate: Extension of Emergency Regulations under Public Security Ordinance

Hon. (Dr.) Ramanathan Archchuna

2026-02-06

## Summary Dr. Ramanathan Archchuna raised allegations of illegal sand extraction and land encroachment on state and forest lands in Kandawalai, Kilinochchi, calling for these activities to cease. He defended Tamil members against accusations of building a house linked to former LTTE leader Prabhakaran, characterising such claims as politically motivated point-scoring. The speaker invoked the deaths of over 44,000 Tamil people during the conflict to reject the labelling of Tamils as terrorists, and called for restored dignity and proper standards of conduct in Parliament, including an end to the abuse of women and weaponisation of media. Several portions of the speech were expunged by order of the Chair.

Thank you, Sir. I will begin briefly in Tamil, then speak in Sinhala. Serious allegations have been raised about sand being freely extracted in Kandawalai, Kilinochchi, and about state and forest lands being taken over; complaints have been made, and these matters are being examined. Such things must stop — this is also politics by some. I saw some Members said here that we are “building Prabhakaran’s house.” We are not building any such house; we are people who built a country. Do not try to score points by talking about small houses; that does not matter to us. [Expunged on the order of the Chair.] I will not betray my people. Even if you call our people “terrorists,” over 44,000 of our people lost their lives — that is the truth in my heart. [Expunged on the order of the Chair.] Do not boast about what you obtained “on loan” and parade it to the public. Where did you get the money? You call your soldiers “just recruits,” while we are called names — but your war heroes deserve respect; do not demean them. I will also say: do not abuse or insult women; I will never do that. Do not weaponize the media to attack people. [Expunged on the order of the Chair.] Please restore proper standards and dignity to this House. [Expunged on the order of the Chair.] Thank you.
