Hon. Sanjeewa Ranasingha raised concerns about irregularities in the issuance of title deeds for Land Reform Commission (LRC) lands in the Kalutara District, noting that long-term residents lack formal documentation despite extended occupancy. He highlighted a specific hardship whereby children of these residents face difficulties enrolling in schools due to the absence of title deeds. As a supplementary question, he requested the Government to expedite the deed issuance process and provide a timeline for resolution.

Hon. Speaker, as the Hon. Deputy Minister has indicated, there are numerous issues concerning LRC lands in the Kalutara District. Though steps have been taken to issue some title deeds, we observe significant irregularities. Particularly, residents in LRC lands face difficulties—for instance, when enrolling children in schools, parents are asked to produce deeds, which they do not have despite long residence, causing great hardship. As my first supplementary, can the Government expedite the issuance of deeds to regularize occupancy and relieve these hardships, and how long will this take?
