2026-02-19 / Oral Question: Drinking Water Facilities in Kakkachchiveddan and Batticaloa (Q. 2/2026)
Hon. (Dr.) Susil Ranasinghe - Minister of Housing, Construction and Water Supply
2026-02-19
## Summary Minister of Housing, Construction and Water Supply Dr. Susil Ranasinghe provided a detailed update on pipe-borne water supply coverage across several villages in the Porativu Pattu and Manmunai Pattu DS Divisions. He reported that Vilanthoddam has achieved 100% coverage, while Kakkachiveddai stands at approximately 80% coverage with remaining pipeline work planned under the CEDE Project in 2026. For Thikkodai–Dumbalai, direct pipeline extension is not currently technically feasible without upstream infrastructure upgrades, for which design work is underway, while Kirankulam–Dharmapuram has no existing pipeline but is proposed for extension under the CEDE Project, with the government aiming to complete supply by end of 2026.
Sir, the Answer is as follows:
(a)
(i) Yes. Some villages are already covered with pipe-borne water supply.
Porativu Pattu DS Division:
- Kakkachiveddai: Around 80 per cent is covered. Of 345 families in the pipe-laid area, 196 have obtained connections; others have not applied. About 3.5 km of pipeline remains to cover uncovered pockets where only 55 families live.
- Vilanthoddam: 100 per cent coverage with 213 connections provided. Of 234 families in the pipe-laid area, others have not yet applied.
- Thikkodai–Dumbalai: Extending the existing pipeline is technically not feasible without upstream upgrades (pumping and transmission main).
Manmunai Pattu DS Division:
- Kirankulam–Dharmapuram: No pipeline exists at present and an extension is required.
(ii) Steps are being taken:
- Kakkachiveddai: The remaining 3.5 km will be laid under the CEDE Project in 2026.
- Vilanthoddam: Already 100 per cent covered.
- Thikkodai–Dumbalai: Design work is underway to upgrade the upstream system (pumping and transmission main) to enable extension.
- Kirankulam–Dharmapuram: Proposed pipeline extension under the CEDE Project in 2026. Bids for pipe supply are under evaluation and the laying contract is being prepared. The aim is to complete the work and supply water by the end of this year.
(b) Not relevant.
