2026-02-19 / Adjournment and Adjournment Questions

The Hon. Stephanie Fernando

2026-02-19

Hon. Stephanie Fernando directed a series of questions to the Minister of Fisheries, Aquatic and Ocean Resources regarding the regulation of the traditional *madal* (shore-seine) fishery in Sri Lanka. She sought information on the geographic distribution of this fishery, the licensing framework governing participation, and the rules around mechanisation — specifically whether tractors and winches are permitted or have been prohibited, and the rationale for any such prohibition. She further requested details on how many operators were previously authorised to use machinery and over what period. Additionally, Fernando asked about the scientific basis for regulating mechanical equipment, whether offshore distance limits apply to *madal* operations, and whether the relevant ministries oversee these matters — implicitly raising concerns about unresolved issues flagged by *madal* fishing communities regarding the use of machinery.

Hon. Presiding Member, during the Adjournment, I ask the following from the Minister of Fisheries, Aquatic and Ocean Resources: - 01. In which areas of Sri Lanka is the madal (shore-seine) fishery predominantly practiced? - 02. Does the Government operate a licensing system for participation in the madal fishery? If so, what conditions apply? - 03. For this labour-intensive traditional fishery, is the use of tractors and winches permitted? - 04. If permitted, during what period, and how many persons were so authorized? - 05. Is the use of machinery now prohibited in the madal fishery? If so, why? - 06. What steps will the Government take to resolve issues arising from the use of machinery, as raised by madal fishing groups? Additionally, what is the scientific method governing the use of winches and tractors; is there a regulated offshore distance for madal operations; and are these matters regulated by the relevant Ministries?
