2026-02-20 / Adjournment Motion: Coal procurement for Lakvijaya Power Plant at Norochcholai (Part 2)
Hon. Chithral Fernando - Attorney-at-Law
2026-02-20
Hon. Chithral Fernando raised a point of order under Standing Order 91(c), challenging the Minister's assertion that coal quality issues had not affected the turbines at a power facility. He cited a letter tabled by Hon. Ajith P. Perera, quoting specific passages referencing escalating operational costs from low-grade coal use and turbine last-stage blade damage due to overheating, and demanded the Minister clarify whether he accepted the letter's contents as factual.
Madam, I rise to a point of order under Standing Order 91(c).
The Minister clearly said there is no problem to the turbines; coal does not reach the turbines. He also made improper allegations against the mover of the motion. The letter tabled by Hon. Ajith P. Perera clearly states, I quote: “The direct and quantifiable escalation in operational costs resulting from the use of low-grade coal.” Further: “Turbine last-stage blade—repair/replace the turbine last-stage blade due to overheating problem.” Does the Hon. Minister accept this letter or not? What is his answer?
