2026-02-20 / Adjournment Motion: Coal procurement for Lakvijaya Power Plant at Norochcholai (Part 2)

Hon. D.V. Chanaka

2026-02-20

Hon. D. V. Chanaka raised a point of order under Standing Order 86(a), disputing the Chief Government Whip's account of tender timelines, asserting that 42 days were allocated for both the 2023/2024 and 2024/2025 tenders and offering to table the relevant documents as evidence. He further clarified a provision within the Agreement stipulating that a laboratory can be disqualified if the discrepancy between Load Port and Discharge Port results exceeds the permitted tolerance level.

Sir, point of order under Standing Order 86(a). Hon. Chief Government Whip, you have been misbriefed. For the 2023/2024 tender, 42 days were given; for 2024/2025, again 42 days. I am not sure about 2022/2023 being 21 days, but thereafter it was 42. I can table the tender documents. Also, the Agreement provides that if the gap between Load Port and Discharge Port results exceeds tolerance, the laboratory itself can be disqualified. That is the rule.
