Hon. (Dr.) Harini Amarasuriya

Prime Minister Dr. Harini Amarasuriya presented two documents to Parliament on behalf of the government. First, she tabled Regulations made by the Minister of Finance under Section 71 of the Colombo Port City Economic Commission Act No. 11 of 2021, published in Gazette Extraordinary No. 2469/02 of 29th December 2025, and successfully moved that these be referred to the Ministerial Consultative Committee on Finance, Planning and Economic Development. Second, she laid on the Table a Presidential Proclamation published in Gazette Extraordinary No. 2477/47 of 28th February 2026, issued under Section 2 of the Essential Public Services Act No. 61 of 1979, which was ordered to lie upon the Table.
I present the Regulations made by the Minister of Finance, Planning and Economic Development, in consultation with the Colombo Port City Economic Commission and relevant Regulatory Authorities, under Section 71 of the Colombo Port City Economic Commission Act, No. 11 of 2021, published in Gazette Extraordinary No. 2469/02 of 29th December, 2025.
I move that these Regulations be referred to the Ministerial Consultative Committee on Finance, Planning and Economic Development.

I also lay on the Table the Proclamation made and published in Gazette Extraordinary No. 2477/47 of 28th February, 2026, and the Schedule thereto, by virtue of the powers vested in the President in terms of Section 2 of the Essential Public Services Act, No. 61 of 1979.
