Hon. (Dr.) Harsha de Silva raised a procedural question directed at the Prime Minister regarding newly tabled Gazette Regulations made under the Colombo Port City Economic Commission Act. He questioned why the Regulations had not been referred to the Committee on Public Finance, arguing that this Committee has been the appropriate body handling Port City matters since its inception due to the multiple finance-related issues arising from the Act and its Regulations.
Hon. Speaker, I have a question for the Hon. Prime Minister. She just tabled a Gazette carrying Regulations made under the Colombo Port City Economic Commission Act.
I do not understand why it was not referred to the Committee on Public Finance because it is that Committee which, from day one, has been liaising with the Colombo Port City since there are multiple finance-related issues arising from the Act and Regulations. Therefore, it should have been referred to the Committee on Public Finance.
