Hon. Rajeevan Jeyachandramoorthy posed a written question (No. 1797/2025) to the Minister of Public Administration, Provincial Councils and Local Government concerning the eligibility of foreign university graduates for public sector employment. The question seeks clarification on whether the post-2019 government suspended public sector appointments for holders of foreign degrees, and what remedial steps the government intends to take following a Court Determination issued on 26 November 2025. The member further enquires whether a formal policy will be developed for recruiting foreign university graduates to government institutions and whether a fair, systematic mechanism will be established to ensure equitable public sector appointments for all graduates.

asked the Minister of Public Administration, Provincial Councils and Local Government (Q. No. 1797/2025) — (a) Will he inform this House: (i) whether the Government that came to power in 2019 stopped giving public sector appointments to Sri Lankans who obtained degrees from foreign universities; (ii) the steps that will be taken by the Government regarding those graduates of foreign universities, in accordance with the Court Determination issued on 26.11.2025; (iii) whether a specific policy will be formulated in the future for recruitment of those graduates to government institutions; and (iv) whether a mechanism will be implemented in future to give public sector appointments to all graduates in a fair manner? (b) If not, why?
